ELECTION OF CHAIRMAN OF THE COUNCIL
To elect the Chairman of the Council for the Municipal Year 2023/24.
Minutes:
1.1 On the proposal of Councillor Plumb and seconded by Councillor Jamieson, Councillor Elisabeth Malvisi was nominated for the position of Chair of the Council.
1.2 On the proposal of Councillor Beer and seconded by Councillor Reece, Councillor Margaret Maybury was nominated for the position of Chair of the Council.
1.3 The nominations were PUT to the Council for voting.
It was RESOLVED:-
That Councillor Elisabeth Malvisi be elected as Chairman of the Council for the municipal year 2023/24.
1.4 Councillor Malvisi thereupon made her Declaration of Office.
1.5 Councillor Malvisi thanked everyone that had voted for her, paid tribute to the outgoing Chairman, Councillor Grandon, for her hard work during a “demanding” year, and expressed her well wishes to the Councillors who were not returned at the election.
1.6 The Chairman announced that her chosen charity would be decided at a later date but would be connected to male mental health, male suicide, and child sexual abuse.
ELECTION OF CHAIRMAN OF THE COUNCIL
To elect the Chairman of the Council for the Municipal Year 2023/24.
Minutes:
1.1 On the proposal of Councillor Mellen and seconded by Councillor Eburne, Councillor Rowland Warboys was nominated for the position of Chairman of the Council.
By a unanimous vote.
It was RESOLVED: -
That Councillor Rowland Warboys be elected as Chair of the Council for the municipal year 2023/24.
1.2 Before vacating the Chair Councillor Caston thanked the previous Council for their support throughout his chairmanship, he also thanked the Corporate Manager – Governance and Civic Office and the Lead Officer – Regulatory and Civic Office for their support. Additionally Councillor Caston highlighted that he had raised £4,400 for his chosen charity Stowmarket ASD Saturday Club.
1.3 Councillor Warboys made his declaration of office.
1.4 Councillor Warboys thanked the citizens of Gislingham Ward for reelecting him to represent them on the Council, and thanked his fellow Councillors for electing him as Chairman, and the outgoing Chair Councillor Caston for his fair approach and fundraising throughout his chairmanship.
1.5 Additionally the Chair paid tribute to the newly elected Councillors, and those who were not reelected. He announced that his chosen charities were Street Forge Thornham Magna, and Beyond the Wall. Both of which worked with people aged 16 and over who have disabilities.
ELECTION OF CHAIRMAN OF THE COUNCIL
To elect the Chairman of the Council for the Municipal Year 2022/23.
Minutes:
1.1 On the proposal of Councillor Morley and seconded by Councillor Hadingham, Councillor James Caston was nominated for the position of Chairman of the Council.
1.2 On the proposal of Councillor Mellen and seconded by Councillor Eburne, Councillor John Field was nominated for the position of Chairman of the Council.
1.3 The nominations were PUT to the Council for voting, by 17 votes for and 13 votes against,
It was RESOLVED:-
That Councillor James Caston be elected as Chair of the Council for the municipal year 2022/23.
1.4 Before vacating the chair, Councillor Ekpenyong Councillor Ekpenyong congratulated Councillor Caston on being elected as Chair. Councillor Ekpenyong thanked Karen Sayer, Civic Officer for providing support during his chairmanship and announced that a cheque for £1,565 had been presented to his charity.
1.5 Councillor Ekpenyong also thanked other officers for their support in Council meetings.
1.6 Councillor Caston thereupon made his Declaration of Office.
1.7 Councillor Caston thanked everyone who had voted for him and paid tribute to the outgoing Chairman, Councillor Ekpenyong for chairing the Council with distinction through the pandemic, providing an excellent example of how the duty should be carried out.
1.8 Councillor Caston also announced that his chosen charity for his term of office was Stowmarket ASD Saturday Club, which supports five to eleven year olds with Autism.

1.1 On the proposal of Councillor Arthey and seconded by Councillor Ward, Councillor Kathryn Grandon was nominated for the position of Chair of the Council.
1.2 On the proposal of Councillor Simon Barrett and seconded by Councillor Norman, Councillor Sue Ayres was nominated for the position of Chair of the Council.
1.3 The nominations were PUT to the Council for voting, by 20 votes for and 10 votes against.

That Councillor Kathryn Grandon be elected as Chair of the Council for the Municipal year 2022/23.

That Councillor Adrian Osborne be elected as Chair of the Council for the Municipal year 2021/22.
1.2 Councillor Adrian Osborne thereupon made his Declaration of Office.
1.3 Councillor Adrian Osborne thanked everyone who had voted for him and paid tribute to the outgoing Chair, Councillor Grandon for being an excellent Chair and a credit to Babergh District Council, chairing the Council through the most challenging and difficult times.
1.4 Councillor Adrian Osborne announced that his chosen charity for his term of office was the Kernos Charity.

1.2 On the proposal of Councillor Eburne and seconded by Councillor Field, Councillor Rowland Warboys was nominated for the position of Chairman of the Council.

That Councillor Paul Ekpenyong be elected as Chair of the Council for the Municipal year 2021/22.
1.5 Councillor Ekpenyong thereupon made his Declaration of Office.
1.6 Councillor Ekpenyong thanked everyone who had voted for him and paid tribute to the outgoing Chairman, Councillor Humphreys MBE for chairing the Council through the most challenging and unprecedented times, demonstrating real professionalism and commitment throughout his term of office.
1.7 Councillor Ekpenyong also announced that his chosen charity for his term of office was the East Anglian Children’s Hospice.

Minutes:
1.1 Councillor Lavinia Hadingham asked for nominations for Chairman of the Council for the Municipal Year 2020/21.
1.2 Councillor Eburne proposed Councillor Penny Otton as Chairman of the Council and was seconded by Councillor Field.
1.3 Councillor Morley proposed Councillor Barry Humphreys MBE as Chairman of the Council and was seconded by Councillor Hicks.
1.4 The vote for Councillor Otton was 17 For and 17 Against.
1.5 The vote for Councillor Humphreys was 17 For and 17 Against.
1.6 Due to a deadlock vote, the Chair Councillor Hadingham exercised her casting vote in favour of Councillor Humphreys.

That Councillor Barry Humphreys MBE be appointed Chairman of the Council for the Municipal Year 2020/21.
1.7 Councillor Humphreys thereupon made his Declaration of Office.
1.8 Councillor Humphreys thanked everyone who had voted for him as Chair of the Council, and Councillor Hadingham for her service in the previous Municipal year. Councillor Humphreys announced his chosen charity would be Stowmarket Dementia Action Alliance.

Minutes:
1.1 Councillor Arthey MOVED the nomination of Councillor Kathryn Grandon as Chair of the Council and Councillor Carpendale SECONDED the proposal.
By 28 votes to 0 votes, 1 abstention
It was RESOLVED: -
That Councillor Kathryn Grandon be elected as Chair of the Council for the Municipal year 2020/21
1.2 The Chair thanked Clive Arthey for proposing and Sue Carpendale, for seconding her, for her second term as Chairman of Babergh District Council.
1.3 She also thanked her fellow Councillors for supporting her. In particular, in particular she thanked the Vice Chairman, Adrian Osborne, for his support for the past year and a half, sometimes being asked to stand in for her at short notice and always offering to do whatever he could to be of assistance and for his enthusiasm for all things to do with the Council. She also thanked the Democratic Services and Civic Office Teams for all the work they have done to support her role – it was often work that was not seen, but was vital in helping the Chairman’s role run smoothly. She was truly honoured to be selected for a second term as Chairman.
She said it was ‘unprecedented’ times. When Members were all elected in May 2019, who would have thought that a year later the District would be in lockdown? May 2019 was such a different world. Organising the Count following the Election would be an interesting prospect now and the Annual Meeting 2019 certainly looked markedly different from this Annual Meeting 2020.
The Chair’s first term had been a year of two halves. She had been proud to represent Babergh District Council at so many interesting events and she had attended such occasions with relish and had taken her Civic duties very seriously. Hadleigh, the town she represented, had clearly enjoyed the fact that she had been given the honour of Chairing the Council and invited her to open Hadleigh on Show, amongst other events.
The second half of her term was rather a contrast. Along with all other events, her planned fund-raising Chairman’s Charity Ball had to be cancelled. But while the crisis of the pandemic had seen many special events cancelled and more importantly in some cases, seen loss of life and livelihood, there had also been times of optimism; doing things differently and Members could be proud of the Council and communities pulling together, showing empathy, working hard and extending a helping hand to those in need.
She had been asked which charity she planned to support in this her second term. She regretted she had not been able to give as much, as she would have liked to her chosen charity, Hadleigh Dementia Action Alliance, last year. The Ball was intended to do that in a big way. 1.1 Councillor Arthey MOVED the nomination of Councillor Kathryn Grandon as Chair of the Council and Councillor Ward SECONDED the proposal.

That Councillor Kathryn Grandon be elected as Chair of the Council for the Municipal year 2019/20
1.2 Councillor Grandon thereupon made her Declaration of Office.
1.3 Councillor Kathryn Grandon thanked everyone, who had voted for her as Chair of the Council and welcomed new and returning Councillors to the Chamber. She would do her best to help business and to move the Council forward in a democratic and efficient way. Her chosen charity for the next year would be Hadleigh Dementia Action Alliance. This charity was started in 2014 and trained volunteers to become Dementia Friends to raise awareness and to provide support for local people living with dementia.

1.2 A nomination for Councillor Lavinia Hadingham was proposed by Councillor Flatman and seconded by Councillor Muller.
1.3 Councillor Field proposed Councillor Mike Norris as Chairman of the Council, which was duly seconded by Councillor Matthissen.
1.4 The vote for Councillor Hadingham was 17 For and 17 Against.
1.5 The vote for Councillor Norris was 17 For and 17 Against.
1.6 Due to a deadlock vote, the Chairman, Councillor Haley, exercised his casting vote in favour of Councillor Hadingham.

That Councillor Lavinia Hadingham be appointed Chairman of the Council for the Municipal Year 2019/20.
1.7 Councillor Hadingham passed on her thanks to Councillor Haley and thanked Members for her election as Chairman which she considered an honour. She announced her chosen charity as Mid Suffolk Home Start. She welcomed newly appointed Members to the Council.
1.8 Councillor Passmore, Councillor Otton, Councillor Eburne and Councillor Morley all paid tribute and thanks to Councillor Haley for all he had done for Mid Suffolk District Council over the years.
1.9 Note: Councillor Hadingham thereupon made her Declaration of Acceptance of Office and presided over the meeting.
