11.1 The Chair referred to Paper BC/23/4 and Appendix A in the Tabled Papers and declared that votes would need to be taken for over-nominated bodies.
11.2 Councillor Nunn and Councillor Reece were nominated as the representative for the Association for Suffolk Museums.
11.3 The nominations were PUT to the Council for voting
It was RESOLVED:
That Councillor John Nunn be appointed as the representative for the Association of Suffolk Museums for the municipal year 2023/24.
11.4 Councillor Smith, Councillor Osborne, and Councillor Maybury were nominated as the representative for the Gainsborough’s House Society.
11.5 The nominations were PUT to the Council for voting
It was RESOLVED:
That Councillor Adrian Osborne be appointed as the representative for the Gainsborough’s House Society for the municipal year 2023/24.
11.6 Councillor Maybury and Councillor McLaren were nominated as the representative for the Suffolk Health Scrutiny Committee.
11.7 The nominations were PUT to the Council for voting
It was RESOLVED:
That Councillor Mary McLaren be appointed as the representative for the Suffolk Health Scrutiny Committee for the municipal year 2023/24.
11.8 Councillor Maybury nominated herself as the substitute representative for the Suffolk Health Scrutiny Committee.
11.9 The nomination was PUT to the Council for voting

That Councillor Margaret Maybury be appointed as the substitute representative for the Suffolk Health Scrutiny Committee for the municipal year 2023/24.
11.10Councillor Potter and Councillor Maybury were nominated as the representative for the Western Suffolk Community Safety Partnership.

That Councillor Daniel Potter be appointed as the representative for the Western Suffolk Community Safety Partnership for the municipal year 2023/24.

10.1 Councillor Morley introduced the report and proposed the recommendations which were seconded by Councillor Richardson.
10.2 The Corporate Manager – Governance and Civic Office drew the Councils attention to the amendments made to the report to remove the Haven Gateway Partnership and amend the name of the Museum of East Anglian Life to the Food Museum.

10.2 Councillor Morley introduced the paper and MOVED recommendation 2.1 and Appendix A in the Tabled Papers, which was SECONDED by Councillor Richardson.
10.3 Councillor Eburne PROPOSED that Councillor Welham be appointed substitute for Suffolk Flood Risk Management Scrutiny Sub Committee and that Councillor Sarah Mansel be appointed as substitute for Suffolk Health Scrutiny Committee.
10.4 The Proposer and Seconder approved this proposal.
By 33 to 1 vote, 1 abstention.

Tabled Pack and invited the Leader to introduce the

11.2 Councillor Ward informed Members that as a result of the election there had been some significant changes to the appointments and that there still existed some unfilled positions to be appointed. He MOVED recommendation 2.1, which was SECONDED by Councillor Hurren.

11 MC/19/4 APPOINTMENTS TO OUTSIDE BODIES FOR 2019/20 PDF 132 KB

11.1 Members had before them Paper MC/19/4, circulated in the tabled papers.
11.2 Councillor Otton enquired whether there was an opportunity for an opposition leader to attend the East of England Local Government Association meeting, but noted that there is only one voting place.
11.3 The Monitoring Officer clarified that we only have one place on each of those bodies, but we will take it away and make enquiries.
11.4 Councillor Welham pointed out that there appeared to be “East Suffolk Drainage Board” and “East Suffolk Internal Drainage Board” listed which he believed were one in the same.
11.5 Councillor Eburne commented that it was disappointing that the allocations were not representative of the whole Council and it would have been good to have mixed this up. She considered it would be a good idea to put Outside Bodies to Scrutiny Committee to review as there may be other bodies/partnerships that representation should be on.
11.6 The Corporate Manager – Democratic Services responded that the Scrutiny Committee did have it on their Work Plan last year and some initial work had been carried out on it, and that it was going back in the future once work is being done and to also look at other organisations to see whether it is appropriate and who we should be appointing to those bodies as well.
11.7 Councillor Richardson proposed an amendment to Appendix A, the Suffolk Health and Wellbeing Board, as he was not able to sit on both the Suffolk Health Scrutiny Committee and the Suffolk Health and Wellbeing Board, he proposed that Councillor Flatman be appointed in his place. This amendment was duly agreed by the proposer and seconder.
