    Proposal                      Planning Application. Erection of 1no detached dwelling.

    Site Location               RICKINGHALL INFERIOR – Land between Red House and Honeysuckle Cottage, The Street, Rickinghall Inferior, Suffolk, IP22 1EG

    60.2 The Case Officer presented the application to the Committee outlining the proposal before Members, the updates to the proposal since the item was previously presented to Members, and the officer recommendation of refusal.

     

    60.3 The Case Officer responded to Members’ questions on issues including: the parking and manoeuvring on site, the height difference of the proposal compared to existing dwellings, that a flue was proposed in the roof, on street parking in the area, the distances to the boundaries of the site, and the ownership of the land.

     

    60.4 The Case Officer responded to further questions from Members’ on issues including the orientation of the proposal and the proposed solar panels, the current use of the land on the northern boundary of the site, the class of land adjacent to north of the site, and the height of the trees in the surrounding area.

     

    60.5 Members considered the representation from Geoff Short from Rickinghall Parish Council who spoke in support of the application.

     

    60.6 Members considered the representation from Joe Irvine who spoke as the Applicant.

     

    60.7 The Applicant responded to Members’ questions on issues including the design of the first floor of the property.

     

    60.8 Members considered the representation from the Ward Member Councillor Jessica Fleming which was read out by the Governance Officer.

     

    60.9   Members debated the application on the issues including: the character of the area including the Conservation Area, the parking on the street, the effect upon the existing trees, the proposed solar panels, the orientation of the building, the heritage harm from the proposal and the public benefits,  and the supporting comments from the Parish Council.

     

    60.10 Councillor Peter Gould proposed that the application be approved for the reasons as follows:

     

    -        Parish Council and Ward Councillor considerations are that the proposal is appropriate in the Conservation Area setting.

    -        Proposal is in contrast but not out of keeping.

    -        The plot is constrained but would not make for an impractical or unpleasant environment.

    -        The very low level of less than substantial harm is outweighed by the public benefits including development of the empty plot, local housing need and economic benefits of developing in the village location

    Subject to conditions:

    -        Time limit

    -        Approved plans

    -        Highways conditions, amended to:

    Notwithstanding submitted parking layout, details of parking and turning to be submitted and approved.

    -        Notwithstanding the details submitted details of materials – cladding roof tiles to be agreed

    61.4 Members considered the written representation from Ward Member, Councillor Harry Richardson.

     

    61.5 Councillor Dave Muller proposed that the application be approved as detailed in the officer recommendation.

     

    61.6 Councillor John Matthissen seconded the motion.
