Minutes: In accordance with the Council’s procedure for public speaking on planning applications a representation was made as detailed below:
Schedule of Applications
68.1 Item 1
Application 1352/17 Proposal Outline application with all matters reserved except access for the erection of up to 60 dwellings. Site Location WALSHAM LE WILLOWS – Land West of Wattisfield Road, Walsham Le Willows, IP31 3BD Applicant New Hall Properties (Eastern) Ltd
68.2 Members considered the application as presented by the Case Officer and the representations made. Opinion on the application was divided with some Members feeling that the proposal was acceptable and was proposed by Councillor David Whybrow and Seconded by Councillor Field that the application be approved as detailed in the Officer Recommendation.
68.3 By 4 votes to 5
68.4 The Motion was lost
68.5 Members continued to debate the application on the issues including: the consultation response from Suffolk County Council’s Highways Department, whether there was sufficient information to decide the application, and the impact on the village.
68.6 Councillor Diana Kearsley proposed that a site visit be conducted and was seconded by Councillor Roy Barker.
68.7 By 3 votes to 5 with 1 abstention
68.8 The Motion was lost
68.9 The Chair adjourned the meeting between 10:48 and 10:52 to seek Officer advice.
68.10 Members continued to debate the application and a proposal was made by Councillor John Field to defer the application to allow officers to seek further views from Suffolk County Council Highways Department on traffic generation of the site both north and south as well as school trip impact and that the attendance of an SCC Highways Officer be requested at the meeting. Councillor Roy Barker seconded the motion.

That the Application be deferred to the next available Development A Committee to allow Officers to seek further views from Suffolk County Council Highways Department on traffic generation of the site both north and south as well as school trip impact.
