44.2 Item B
Application DC/19/00646 Proposal Outline Planning Application (all matters reserved) – erection of up to 65 dwellings with attenuation basin. Site Location BACTON – Land on the west side of Broad Road, Bacton, Suffolk Applicant Mr and Mrs G.J and C.A Abbott
44.3 The Case Officer presented the application to the Committee outlining the proposal before Members, the layout of the site, the proposed road improvements under the railway bridge, and a correction of the officer recommendation to delete the condition of “standard time limit” as the recommendation reduced the time frame to 18 months.
44.4 The Case Officer responded to Members’ questions on issues including: the current width of the road under the bridge and the proposed width, the sustainability of the proposal, the proposed pavement, that the previous permission on the site had expired, that all matters were reserved on the site, the detail of the proposed Section 106 Agreement, and the current weight of the emerging Joint Local Plan.
44.5 Members considered the representation from Rod Caird of Cotton Parish Council who spoke against the application.
44.6 Members considered the representation from Richard Peaty of Bacton Parish Council, who spoke against the application.
44.7 The Parish Representative for Bacton responded to Members’ questions on issues including: the distance to the local amenities.
44.8 Members considered the representation from Edward Gittins who spoke as the Agent.
44.9 The Agent responded to Members’ questions on issues including the Affordable Housing provision and that this would be determined at this stage of the application.
44.10 Members considered the representation from Councillor Andrew Mellen, Ward Member, who spoke against the application.
44.11 The Ward Member responded to Members’ questions on issues including: the public transport links in the area.
44.12 Members debated the application on the issues including: the stopping distance when travelling at 30mph in a vehicle, the details of the bridge and the proposed works to the road under the bridge, the current status of the 5 Year Housing Land supply, cycling safety from the site, the sustainability of the site, and the possibility of a site visit.
44.13 Members continued to debate the application on the issues including: pedestrian safety and whether it would improve the current situation, the detail of the design and that Suffolk Highways had recommended approval.
44.14 Councillor John Field proposed that the application be approved as detailed in the officer recommendation with the additional conditions as follows:
- Condition for sustainability measures to be agreed - Condition for full technical details of the proposed footway scheme to be submitted to concurrent with reserved matters for agreement and with agreement of SCC - In Section 106 Agreement, footway to be completed prior to first occupation.

45.3 The Case Officer presented the application to the Committee outlining the proposal before Members, the layout of the site, the contents of the tabled papers, and the updated officer recommendation as detailed in the tabled papers.
45.4 The Case Officer responded to Members’ questions on issues including: the Affordable Housing Contribution on the site, the phasing of the site and the difference in design, and the footpaths in the area.
45.5 Members considered the representation from Debbie Martindale of Laxfield Parish Council who spoke against the application.
45.6 Members considered the representation from Philip Cobbold who spoke as the Agent.
45.7 The Agent responded to Members’ questions on issues including: school transport.
45.8 Members considered the representation from the Ward Member, Councillor Julie Flatman, who spoke against the application.
45.9 The Ward Member responded to Members’ questions on issues including: public transport links in the area, and the density of the proposal.
45.10 Members debated the application on the issues including: the density of the site, the sustainability of the proposal, the differences between the 2 phases of development, the response from the Heritage team and the Heritage Harm.
45.11 Councillor Sarah Mansel proposed that the application be refused for the following reason:
- The proposed development, if approved, would by reason of its design and layout result in an urbanised development out of keeping with the prevailing rural character of the area. Furthermore and as such, the proposal would result in less than substantial harm to the Sunnyside Farmhouse a grade II Listed Building. On this basis the development is considered contrary to Section 12 and Para 196 of the NPPF, fails the duty required under the Listed Building Act 1990, Local plan policies Hb1, GP1, Core Strategy and Focus Review policies CS05 and FC01, FC01.1.
45.12 Councillor Wendy Turner seconded the motion.

46.2 The Case Officer presented the application to the Committee outlining the proposal before Members, the layout of the site, and the officer recommendation of approval with conditions.
46.3 The Case Officer responded to Members’ questions on issues including: the sustainability measures of the proposal, that the application bordered a conservation area, whether there would be any solar panels, and whether there would be provision for electric car charging.
46.4 Members considered the representation from Nicole Perryman who spoke as the Agent.
46.5 The Agent responded to Members’ questions on issues including: electric car charging points, and the identified need for a bungalow on te site.
46.6 Members debated the application on the issues including: electric car charging points not being in the proposal, the fabric first approach, the sustainability of the proposal and how this could be improved, and the double parking on the site.
46.7 Councillor Lavinia Hadingham proposed that the application be approved as detailed in the officer recommendation with the additional conditions as follows:
- Condition for sustainability measures to be agreed - Condition for a scheme of electric charging for all dwellings to be agreed.
