44.1 The Area Planning Manager presented the application to the Committee outlining the proposal before Members including: the location and layout of the site, the policies determining the allocation of the site for employment use, the maximum height of the buildings on site, the proposed landscaping parameter plans, the contents of the tabled papers and the officer recommendation of approval.
44.2 The Area Planning Manager responded to questions from Members on issues including: proposals for landscaping mitigation and maintenance plans, the reduction in the landscaping area detailed in the original brief, the view of the landscaping from adjacent residential areas, maintenance responsibilities of the site in terms of waste disposal and littering, and any plans in place to minimise the risk of water contamination.
44.3 The Principal Consultant Ecologist responded to questions from Members on issues including: the creation of wildlife corridors, the estimated timescales for achievement of the proposed biodiversity gains, the assessment of linear features and biodiversity net gains, and whether there would be any significant short-term ecological losses.
44.4 The Area Planning Officer and Chief Planning Officer responded to questions from Members on issues including: the type of jobs being created by the development, and how employees will travel to the site.
44.5 The Area Planning Manager responded to further questions from Members on issues including: whether the lighting plans included smart lighting, construction traffic management, location of recreational facilities on site, and any proposed infrastructure plans for employees on the site.
44.6 The Chief Planning Officer confirmed that the estimated employment figures did not include those involved in construction of the site.
44.7 The Senior Development Management Engineer responded to questions from Members on issues including: the area covered by the transport assessment, any assumptions made with regard to Heavy Goods Vehicle traffic the development would create, and control of traffic from the development site.

49.11 Councillor Passmore proposed that the application be approved with the additional condition as detailed below:
Notwithstanding the requirements of condition 06 attached to the outline planning permission granted at appeal (ref. APP/W3520/W/18/3209219) development shall not commence until details of the means of safety barrier to be installed at the point where southern footpath link meets Church Road, including a timetable for its implementation, are submitted to and approved in writing by the Local Planning Authority. The development shall be completed in accordance with the approved details and thereafter retained.
49.12 Councillor Hicks seconded the motion.

50.7 Councillor Eburne proposed that the application be refused for the reasons as detailed below:
That Members were minded to refuse the application on the following to defend appeal on non-determination: The massing and bulk of the proposal, with particular regards to the roof pitch and eaves and the width of the proposed dwelling would have a detrimental impact on the character and appearance of the locality, failing to respond to the character of the site and relationship to surroundings and locality including listed buildings. The proposal would also have an incongruous impact on the character of the locality as a result of the proposed close boarded fencing in this rural location. As such the proposal would be contrary to Local Plan Policy H13 and HB1 and Policy CS5 of the Core Strategy and paragraph 130 of the NPPF. The massing and bulk of the proposal, with regard to the roof pitch and width, is assessed to lead to a low level of less than substantial harm to a designated heritage asset, identified as being the Grade I listed St. Marys church. It would impose itself on views of the designated heritage asset, obscuring part of the church and its tower when viewed from the west, without public benefits to outweigh this harm. As such the proposal would be contrary to Local Plan policy HB1, paragraph 202 of the NPPF as well as section 66(1) of the TCPA (LB&CA) Act 1990.
50.8 Councillor Passmore seconded the motion.
