Minutes: 24.1 David Price, Licensing Officer presented Paper BLR/19/5 to the Committee. The report considered the responses to the public consultation exercise received against the revised table of fares fixed for Hackney Carriages operating in the controlled zone of the Babergh District, which the Licensing and Regulatory Committee approved for public consultation at the meeting on 14 February 2020.
24.2 Local authorities have the power to fix the maximum rates of fares for hackney carriages within their District by virtue of section 65 of the Local Government (Miscellaneous Provisions) Act 1976.
24.3 The Licensing Officer and the Legal Advisor responded to Members’ questions on issues including: clarification of the options under consideration, Government Legislation to make changes to fares due to Coronavirus, charges for taxis waiting at ranks.
24.4 The Committee considered the options set out in paragraph 2.1 of the report, the consultation responses contained in Appendix C, the subsequent alternative proposed tariffs contained in Appendix E, and the example journeys contained in Appendix F. During the discussion it was suggested that the table of fares be reviewed again in 12 months.
24.5 Councillor Dawson proposed that the alternative table of fares contained in Example 4 of Appendix E be recommended to Cabinet for approval. Councillor Carpendale seconded the proposal.
24.6 The vote was taken by roll call, and by 5 votes to 1 with 3 abstentions the Motion was carried.
24.7 Councillor Carpendale proposed that the date for the varied table of fares to become effective be agreed as Monday 27 July 2020. Councillor Dawson seconded the proposal.
24.8 The vote was taken by roll call, and by 6 votes to 1 with 2 abstentions the Motion was carried.
24.9 It was RECOMMENDED TO CABINET:
1. That the alternative table of fares, detailed in Example 4 of Appendix E to Paper BLR/19/5, be adopted.
2. That, in accordance with Section 65 of the Local Government (Miscellaneous Provisions) Act 1976, the date for the varied table of fares to become effective be agreed as Monday 27 July 2020.

BLR/19/6 PROVISION OF TAXI RANKS IN SUDBURY PDF 226 KB Licensing Officer Additional documents: Minutes: 25.1 David Price, Licensing Officer presented Paper BLR/19/6 to the Committee regarding the appointment of a new Hackney Carriage Stand (Taxi Rank) in Sudbury.
25.2 The power for District Councils to appoint taxi ranks is contained in Section 63(1) of the Local Government (Miscellaneous Provisions) Act 1976.
25.3 The Licensing Officer responded to Members’ questions regarding the size of the proposed taxi rank. It was noted that there were no responses to the public consultation exercise, carried out following approval by the Licensing and Regulatory Committee at the meeting on 14 February 2020.
25.4 During the discussion, Members supported the proposed taxi rank, however there was concern regarding the loss of parking spaces.
25.5 The recommendations in the report were moved by Councillor Beer and seconded by Councillor Nunn.
25.6 The vote was taken by roll call, and by a unanimous vote:
25.7 It was RESOLVED:
1. That the Committee approve the appointment of the new Hackney Carriage Stand (rank) on King Street, Sudbury.
2. That the Committee authorise officers to make an Order appointing the Hackney Carriage Stand on King Street, Sudbury as detailed in Appendix A to Paper BLR/19/6.
