Additional documents: Minutes: 30.1 Katherine Green, Licensing Officer presented Paper BLR/19/8 to the Committee. The report requested approval of the draft revision Licensing Act 2003 ‘Statement of Licensing Policy’ document in order that a statutory consultation period could commence on its content.
30.2 Section 5 of The Licensing Act 2003 requires that each Licensing Authority shall determine and publish a local ‘Statement of Licensing Policy’ relating to the discharge of its licensing functions under the Act.
30.3 The Licensing Officers and Legal Advisor responded to Members’ questions on issues including: setting of fees under the Licensing Act and confirmation that the fees collected cover all costs incurred by the Licensing Authority.
30.4 During the debate various points were clarified. Councillors also noted that operating hours are individual to each licence application and that approved licences are available to view on the Council’s website.
30.5 Councillor Beer PROPOSED that the recommendation contained in Paper BLR/19/8 be approved. Councillor Maybury SECONDED the proposal.
30.6 The vote was taken by roll call and was unanimous.
30.7 It was RESOLVED:
That the draft revision Licensing Act 2003 ‘Statement of Licensing Policy’ document, attached as Appendix A be approved. Further that the relevant officers proceed with the commencement of a period of statutory consultation in accordance with Licensing Act 2003 legislation and regulations.
