It was RESOLVED:-

 

That the performance report and the performance outcome information tabled at Appendices A – I of the report be agreed as reflecting Babergh District Council’s performance for Jan – Mar 2020.

 

Reason for Decision: To provide assurance that the Council is meeting its performance objectives.

 

Alternative Options Considered and Rejected: It is a requirement to report this information to Cabinet, therefore there are no other available options.

Minutes:

The Cabinet Member for Customers, Digital Transformation and Improvement introduced the report and thanked the service areas for the work undertaken in challenging circumstances. Councillor Parker advised Members of an error on Appendix G of the report. Indicator CPR04 should read 80 out of 81 fly tipping incidents were cleared within 48 hours..

 

The recommendation in the report was proposed by Councillor Parker and seconded by Councillor Davis.

 

Councillor Ward commented on performance indicators WS06 and WS07 of Appendix G of the report relating to bin collections and enquired whether any further action could be taken to improve customer satisfaction levels when the percentage of bins collected is currently 99.9%.

 

By a unanimous vote

1.2   That Cabinet noted and endorsed the CIL Expenditure Programme which included the position in respect of approved CIL Bids from Rounds 1, 2  3 and 4 (Appendix A Section B of the report) together with details of emerging infrastructure /CIL Bids (Appendix A Section C of the report).

 

Reason for Decision: Community Infrastructure Levy (CIL) monies have been collected since the implementation of CIL on the 11th April 2016. The CIL Expenditure Framework originally adopted in April 2018 and reviewed with amendments adopted on the 18th March 2019 and with further amendments on the 20th April 2020 requires the production of a CIL Expenditure Programme for each District which contains decisions for Cabinet to make or note on CIL Bids for CIL expenditure. These decisions relating to the expenditure of CIL monies form one of the ways in which necessary infrastructure supporting growth is delivered.

 

Alternative Options Considered and Rejected: There is a diverse spectrum of approaches to CIL expenditure across the country from Unitary Authorities who have absorbed CIL into their individual Capital Programmes to others who ringfence all funds to be spent locally. A range of different approaches was identified in Appendix A of the Framework for CIL Expenditure report provided to Cabinet’s on the 5th and 8th of February 2018 and discussed in full during the workshops with the Joint Member advisory panel. Members adopted the documents set out in paragraph 1.1 above by Council decision in April 2018 which were subsequently reviewed and adopted on the 19th March 2019 (Babergh) and 18th March 2019 (Mid Suffolk).

Minutes:

Report BCA/19/50 was introduced by the Cabinet Member for Planning who provided Members with an overview of the bids detailed in the report. Councillor Arthey thanked the team involved with the production of the report.

 

Councillor Arthey moved the recommendations in the report. The recommendations were seconded by Councillor Malvisi.

 

Members discussed bid B19-06 including the use of the existing village hall and the village hall floor.

 

Councillor Parker thanked the CIL team and the Grants team for the help and assistance they had provided.

 

Councillor Osborne and Councillor Ward expressed their support for bid B19-14 regarding St Peters Church in Sudbury.

 

The Professional Lead for Key Sites and Infrastructure provided Members with an update in respect of bid round 5.
