Additional documents: Minutes: 15.1 Kay Sanders, Licensing Officer presented Paper MLR/19/6 to the Committee. The report requested approval of the draft revision Licensing Act 2003 ‘Statement of Licensing Policy’ document in order that a statutory consultation period could commence on its content.
15.2 Section 5 of The Licensing Act 2003 requires that each Licensing Authority shall determine and publish a local ‘Statement of Licensing Policy’ relating to the discharge of its licensing functions under the Act.
15.3 The Licensing Officer and Legal Advisor responded to Members’ questions on issues including: the European Union Services Directive and implications of Brexit, confirmation that the Race Relations Act has been replaced by the Equality Act 2010, clarification on radio links and/or ring around system, modern slavery legislation, and legislation in respect of covid-19.
15.4 Councillor Muller proposed that the recommendation contained in Paper MLR/19/6 be approved. Councillor Ekpenyong seconded the proposal.
15.5 The vote was taken by roll call and was unanimous.
15.6 It was RESOLVED:
That the draft revision Licensing Act 2003 ‘Statement of Licensing Policy’ document, attached as Appendix A be approved. Further that the relevant officers proceed with the commencement of a period of statutory consultation in accordance with Licensing Act 2003 legislation and regulations. |
