Proposal             Full Planning Application – Erection of 46 dwellings, sport pitches and a sports community building with associated access improvements, parking, play space, infiltration basin and landscaping.

Site Location       STONHAM ASPAL – Land South of The Street, Stonham Aspal, Suffolk, IP14 6AN

81.2 The Case Officer presented the application to the Committee outlining the proposal before Members, the layout of the site, and the officer recommendation of approval with conditions.

 

81.3 The Case Officer responded to Members’ questions on issues including: the hedgerow along the frontage of the site, the affordable housing provision on the site, the proposed football pitches, the Community Infrastructure Levy (CIL) receipts from the site, the sustainable measures proposed on site, the access to the site, the width of the path bordering the site, the proposed balancing pond, the provision of electric car charging points,  and the ongoing maintenance of the car park and the children’s play area.

 

81.4 Members considered the representation from Peter Emberson of Stonham Aspal Parish Council.

 

81.5 The Parish Council representative responded to Members’ questions on issues including: that there was a village hall at the other end of the village, that the Parish Council had objected to the application to be consistent with previous decisions taken but that they could see the merit in the proposal, and that it was imagined that the Clubhouse would become a social focal point for the village.

 

81.6 Members considered the representation from Andrew Shellish who spoke as the applicant.

 

81.7 The Applicant responded to Members’ questions on issues including: that the proposal would allow the football club to obtain grants for the football club, that the club had a wide membership including players outside of Stonham Aspal, and the affordable housing provision proposed on site.

 

81.8 Members considered the representation from Councillor Suzie Morley who spoke as the Ward Member.

 

81.9 Members debated the application on the issues including: the possible widening of the proposed footpath.

 

81.10 The Area Planning Manager advised Members that the layout plan had been submitted and was before Members and that if the Committee were minded to, the issue of widening the footpath could be delegated to officers to try and negotiate further improvements.

 

81.11 Councillor Lavinia Hadingham proposed that the application be approved as detailed in the officer recommendation with the additional condition as detailed below:

 

-        Electric charging to be available for each dwelling and a scheme of electric car charging to be agreed for the sports pavilion.

-        That an advisory note be added regarding the proposed footpath being a minimum of 1.5m wide

82.2 The Case Officer presented the application to the Committee outlining the proposal before Members, the layout of the site, and the officer reccomendation of approval with conditions.

 

82.3 The Case Officer responded to Members’ questions on issues including: the current proposals in the Woolpit Neighbourhood Plan, the current weight associated with the Neighbourhood Plan, that part of the meadow was protected under the Section 106 Agreement, the proposed highways improvements, how much of the hedge was to be retained, and the width of the proposed pedestrian and cycle access.

 

82.3 Members considered the representation from Julia Ewans who of Woolpit Parish Council who spoke against the application.

 

82.4 Members considered the representation from Derek Curry who spoke as an Objector.

 

82.5 Members considered the representation from Councillor Helen Geake, who spoke as the Ward Member.

 

82.6 Members considered the representation from Councillor Sarah Mansel, who spoke as the Ward Member.

 

82.7 The Ward Members responded to Members’ questions on issues including: the ownership of the land and its current designation.

 

82.8 Members started the debate but it was drawn to a quick conclusion as it became apparent that there was an error within the Ecological Report which appeared to show figures for a different application site. As such Members did not feel confident in making a lawful decision without confirmation on this issue.

 

82.9 Councillor Lavinia Hadingham proposed that the application be deferred for the following reason:

 

To enable checks on information provided by the applicant regarding Ecological issues to ensure a lawful decision is made.

83.3 The Case Officer presented the application to the Committee outlining the proposal before Members, the layout of the site, the contents of the tabled papers,  and the officer recommendation of approval.

 

83.4 The Case Officer responded to Members’ questions on issues including: the proposed changes to the planting, and that the proposal before Members allowed more planting than in the previously approved scheme.

 

83.5 Members considered the representation from Bethan Haigh who spoke as the Agent.

 

83.6 Members considered the representations from the Ward Members, Councillors Sarah Mansel and Helen Geake.

 

83.7 Members debated the application on the issues including: the size of the buffer, and the ecology gain in terms of habitat.

 

83.8 Councillor Lavinia Hadingham proposed that the application be approved as detailed in the officer reccomendation with the additional condition of:

 

-        Notwithstanding details submitted, there shall be a scheme including timetable of soft landscaping along the A14 (area shown as 2 metres on plans) of at least 5 metres in depth to be agreed in writing and this shall be implemented as may be agreed.

84.3 The Case Officer presented the application to the committee outlining the proposal before Members, the layout of the site, the contents of the tabled papers and the officer recommendation of approval.

 

84.4 The Area Planning Manager responded to Members’ questions on issues including: that this was an expansion of an industrial use on the site.

 

84.5 It was apparent from the discussion from Members that the papers before Members did not feel that they had the relevant information to make a lawful decision.

 

84.6 Councillor Keith Welham proposed that the application be deferred to enable Officers to review the application and access arrangements to ensure a lawful and robust decision could be made by Members.

 

84.7 Councillor Lavinia Hadingham seconded the motion.

 

84.8 By a unanimous vote
