Proposal Planning Application – Erection of 34 dwellings with associated public open space, access roads, garaging and car parking (revised proposal to that approved under B/17/00950)
Site Location STUTTON – Land East of Church Road, Church Road, Stutton, Ipswich, IP9 2SG
Applicant Hopkins & Moore (Developments) Limited
25.2 The Case Officer presented the application to the Committee outlining the proposal before Members, the layout of the site, the contents of the tabled papers, and the officer recommendation of approval with conditions.
25.3 Members considered the representation from Chris Smith who spoke as the Applicant.
25.4 The Applicant responded to Members’ questions on issues including: the sustainability statement linked to the proposal, the ecology statement linked to the proposal and the engagement with the local community.
25.5 Members considered the representation from Councillor Mary McLaren who spoke as the Ward Member.
25.6 Members debated the application on the issues including: the environmental statement provided and, the ratio regarding Affordable Homes and bedrooms.
25.7 The Acting Area Planning Manager advised Members that a request could be made to the Local Highway Authority for public transport improvements to be secured through Community Infrastructure Levy (CIL) and that if a commuted sum was required this would have been contained in the response from the Local Highway Authority.
25.8 Members continued to debate the application on the issues including: the response from the Suffolk Wildlife Trust, the response from the Heritage Team, and whether Permitted Development Rights should be removed.
25.9 Councillor Melanie Barrett proposed that the application be approved as detailed in the officer recommendation. Councillor Jan Osborne seconded the motion.
25.10 Members continued to debate whether Permitted Development Rights should be removed from any approval. Councillor Melanie Barrett chose not to amend her recommendation and as such the seconder withdrew their support. The motion fell.
25.11 Councillor Jan Osborne proposed that the application be approved as detailed in the officer recommendation with the additional condition that permitted development rights regarding extensions and conversions of bungalow rooves be removed. Councillor Margaret Maybury seconded the motion.
25.12 When put to the vote, the motion was lost.
25.13 Members debated the application on the issues including: the change in the mix and type of the housing compared to the previous application on the site, the design of the site, the heritage harm identified, and the possible impact on Babergh’s Housing land supply.
25.14 A short adjournment was taken between 10:55-11:02 for Officers to confer.
25.15 Following the adjournment the Acting Area Planning Manager advised Members that in light of Members discussions and the failed motions the officer recommendation had been revised as follows:
To defer the application to look at the following areas with the applicant:
· Needs for size of dwellings proposed
· Size, scale layout and character of development in relation to setting of village.
· Impact of additional bedrooms from previously approved outline from highways perspective.
25.16 Councillor Derek Davis proposed that the application be deferred as detailed in the updated officer recommendation. Councillor Dave Busby seconded the motion.

The Application was Deferred.
Members requested the following matters and concerns were discussed with the applicants:

· Size, scale layout and character of development in relation to setting of village.
