Application          DC/19/01947                                 

Proposal             FULL planning application: Erection of 53 dwellings with associated parking, landscaping and access arrangements (This application represents an amendment to the part of the development approved Outline 3112/15 and Reserved Matters DC/18/00097 in so far as: whilst it relates to 53 dwellings, 34 of these represent dwellings that have previously been approved and permission for a further 19 dwellings is being sought. In accommodating the additional 19 dwellings the layout of the remaining 34 units is to be adjusted.

Site Location       STOWUPLAND- Land at Church Road and Gipping Road, Stowupland, Stowmarket, IP14 4BG

33.2 The Case Officer presented the application to the Committee outlining the proposal before Members, the layout of the site, and the officer recommendation of approval with conditions.

 

33.3 The Case Officer responded to Members’ questions on issues including: difference in the number of bedrooms of the proposal compared to the original permission for the whole site, and the reasoning behind the recommendation after the Planning Inspectorate’s approval for 175 dwellings on the site.

 

33.4 Members considered the representation from Councillor Keith Welham who spoke on behalf of the Parish Council.

 

33.5 Members considered the representation from Sophie Waggot who spoke as the Applicant.

 

33.6 The Applicant responded to Members’ questions on issues including: the need for the 19 houses proposed, the breakdown of the affordable housing on the previous permission and including those now proposed, and the evidence of the economic benefit of the proposals.

 

33.7 Members considered the written representation from the Ward Member, Councillor Rachel Eburne, which was read out by the Chair.

 

33.8 Members considered the representation from Councillor Keith Welham, Ward Member.

 

33.9 The Ward Member responded to Members’ questions on issues including: the effect upon the nearby listed building of Columbine Hall.

 

33.10 Members debated the application on the issues including: the increase in the number of bungalows, the density on the site compared to the original permission from the Planning Inspectorate, that there would be an overall increase in 10 bedrooms.

 

33.11 The Area Planning Manager advised Members that if they felt that density was an issue, then Members would need to look at the harm caused by the proposal, and that if the committee were minded to look at refusal on those grounds he would advise the Chair to refer the application to the Planning Referrals Committee.

 

33.12 Members continued to debate the application on the issues including: the site being located within the original permission and whether a footpath could be conditioned, and the children’s’ play equipment.

 

33.13 Councillor Harry Richardson proposed that the application be approved as detailed in the officer recommendation with the additional conditions as follows:

 

·       Footpath link to be agreed

·       Standard fire hydrants condition shall be imposed and an informative regarding the play area to meet all play needs shall be added.

 

33.14 Councillor Rowland Warboys seconded the motion.

 

33.15 By 5 votes to 3.

 

33.16 RESOLVED

 

That:

 

(1)  subject to the receipt of an appropriate unilateral undertaking from the applicant securing

 

· a £10,000 contribution towards additional highway works to improve visibility splays where adjacent hedging now obstructs visibility [as described by SCC in its comments]; and,

· affordable housing in line with Council policy; and,

· such appropriate Deed/s of variation to ensure previously secured planning gain is protected should this new permission be apprpoved and the development implemented

 

then;

 

(2)  Delegated authority be given by the Committee to the Acting Chief Planning Officer to approve the application subject to planning conditions, drafted to the satisfaction of the Acting Chief Planning Officer, including:

· Approved Plans and Details

· Further details of materials to be submitted

· External glazing bars and window reveals

· No grp canopies

· Electric charging points in garages

· As required by Place Services

· As required by SCC, where necessary.

· As required by SCC Floods and Water

· As required by AW

 

Additional Conditions:

 

·       Footpath link to be agreed

·       Standard fire hydrants condition shall be imposed and an informative regarding the play area to meet all play needs shall be added.
