Proposal Full Planning Application- Erection of 38 No Affordable dwellings and associated works including demolition, access and landscaping
Site Location STOWMARKET – Stowmarket Middle School, Walnut Tree Walk, Stowmarket, Suffolk, IP14 1JP
Applicant Mid Suffolk District Council
46.2 The Case Officer presented the application to the Committee outlining the proposal before Members, the layout of the site, and the officer recommendation of approval with conditions.
46.3 The Case Officer responded to Members’ questions on issues including: the sustainability measures of the proposal, that the application bordered a conservation area, whether there would be any solar panels, and whether there would be provision for electric car charging.
46.4 Members considered the representation from Nicole Perryman who spoke as the Agent.
46.5 The Agent responded to Members’ questions on issues including: electric car charging points, and the identified need for a bungalow on te site.
46.6 Members debated the application on the issues including: electric car charging points not being in the proposal, the fabric first approach, the sustainability of the proposal and how this could be improved, and the double parking on the site.
46.7 Councillor Lavinia Hadingham proposed that the application be approved as detailed in the officer recommendation with the additional conditions as follows:
- Condition for sustainability measures to be agreed
- Condition for a scheme of electric charging for all dwellings to be agreed.
46.8 Councillor Dave Muller seconded the proposal.
46.9 By a unanimous vote
46.10 RESOLVED
That authority be delegated to the Chief Planning Officer to grant full planning permission:
(1) Subject to the prior agreement of a Section 106 Planning Obligation on appropriate terms to the satisfaction of the Chief Planning Officer to secure:
· Affordable housing
(2) That the Chief Planning Officer be authorised to grant Planning Permission upon completion of the legal agreement subject to conditions as summarised below and those as may be deemed necessary by the Chief Planning Officer:
· Standard time limit
· Approved Plans
· Strategy for disposal of surface water and FRA implemented
· Sustainable drainage and piped networks submitted for inclusion on flood asset register
· Construction Surface Water Management plan
· Hard standing construction following works for surface water strategy implemented
· Visibility splays
· Access details
· Details of estate roads and footpaths
· Carriageways and footways to be provided
· Details of means to prevent discharge of surface water onto the highway
· Parking to be provided prior to occupation
· Road surface and private drives suitable for refuse collection vehicle
· Bin storage and presentation points to be provided as detailed
· Construction management plan including working hours and phasing
· Ecological appraisal recommendations implementation
· Biodiversity enhancement strategy
· Wildlife sensitive lighting design scheme to be agreed
· Fire Hydrants
· Historic building recording
· Removal of permitted development rights, Part1 Class A, B, C, D, E and G
· Railings to be retained as plan
· Byles Monument to be retained
· Manufacturers details of proposed bricks and slate/tiles to be submitted
· Tree protection measures
· Hard and soft landscaping scheme to be agreed
· Implementation of boundary fences/walls prior to occupation and retention
(3) And the following informative notes as summarised and those as may be deemed necessary by the Chief Planning Officer:
·Pro active working statement
· SCC Highways notes
· Support for sustainable development principles
· SCC Floods notes
(4) That in the event of the Planning obligations referred to in Resolution (1) above not being secured that the Chief Planning Officer be authorised to refuse the application on appropriate grounds.
(4) That in the event of the Planning obligations referred to in Resolution (1) above not being secured within 6 months that the Chief Planning Officer be authorised to refuse the application on appropriate grounds.
