Proposal Outline Planning Application (Access to be considered) – Erection of 20 dwellings and construction of vehicular access, pedestrian link, and vehicle passing bay.
Site Location NORTON - Land off Hawes Lane, Norton, Bury St Edmunds, IP31 3LS

57.2 The Case Officer presented the application to the Committee outlining the proposal before Members, the layout of the site, and the officer recommendation of approval with conditions.
57.3 The Case Officer responded to Members’ questions on issues including: the access arrangements to the site, the links to the local area, the population of Norton, access for the fire service, the road widening proposal and the further highways proposals.
57.4 Members considered the representation from David Etechells-Butler of Norton Parish Council who spoke against the application.
57.5 Members considered the representation from Andy Sedgwick who spoke as an objector.
57.6 The Objector responded to Members questions on issues including: the number of houses in the immediate surrounding area.
57.7 Members considered the representation from Philip Cobbold who spoke as the Agent.
57.8 The Agent responded to Members’ questions on issues including: the Affordable Housing provision, the ownership of the land, the safety of all road users accessing the application site.
57.9 Members debated the application on the issues including: the highway safety of the proposal, the material weight of the petition, the visibility splays from the sites access
57.10 Councillor John Field left the meeting at 13:23
57.11 Members continued to debate the application on the issues including: the proposed widening of the road.
57.12 Councillor David Muller proposed that the application be refused for the reasons as detailed below:
- The proposed development accessing Hawes Lane would, if approved, likely result in a significant conflict between cars and pedestrians by construction traffic and during the lifetime of the development and given the design and character of the lane would be detrimental to highway safety and amenity for existing residents. Furthermore the likely impact including number of cars, wear and tear would be visually detrimental to the character of the lane. On this basis it is contrary to Policies T10, GP1 and H16 of the Local Plan, FC1.1 of the Focus Review and NPPF section 12 paragraphs 108 and 110.
57.13 Councillor Lavinia Hadingham seconded the motion.
57.14 By 5 votes to 1 with 1 Abstention.
57.15 RESOLVED
That the application is refused for the following reason:
- The proposed development accessing Hawes Lane would, if approved, likely result in a significant conflict between cars and pedestrians by construction traffic and during the lifetime of the development and given the design and character of the lane would be detrimental to highway safety and amenity for existing residents. Furthermore the likely impact including number of cars, wear and tear would be visually detrimental to the character of the lane. On this basis it is contrary to Policies T10, GP1 and H16 of the Local Plan, FC1.1 of the Focus Review and NPPF section 12 paragraphs 108 and 110.
