Proposal Submission of details under Outline Planning Permission 4242/16 – Appearance , Landscaping, Layout and Scale for the erection of 28no. dwellings
Site Location MENDLESHAM – Land to North West of, Mason Court (Known as Old Engine Meadow), Mendlesham
Applicant Fleur Homes Ltd
8.2 The Case Officer presented the application to the Committee outlining the proposal before Members, the layout of the site and the officer recommendation of approval.
8.3 The Case Officer responded to Members questions on issues including: pedestrian access to the site, the proposed hybrid measures for Sustainable Urban Drainage (SUDs), the proposed Affordable Housing provision, the consultation response from Waste Services, and whether there would be access on the southern edge of the site.
8.4 Members considered the representation from Michael Exley of Mendlesham Parish Council who spoke in support of the proposal.
8.5 Members considered the representation from Jamieson Bird who spoke as the Applicant.
8.6 The Applicant responded to Members questions on issues including: the SUDs scheme and the affordable housing on site.
8.7 Members considered the representation from the Ward Member, Councillor Andrew Stringer, who spoke in support of the application.
8.8 Before the debate began the Area Planning Manager advised Members of an additional condition to be added to the officer recommendation as follows:
- Notwithstanding landscape details approved, there shall be no gate leading to the path between No35 and No36 Horsefair Close and instead the fencing approved in this location shall be continued to remove the and maintained thereafter.
Reason – For avoidance of doubt and to ensure protection of amenity.
8.9 Members debated the application on the issues including: the delegated authority in the officer recommendation regarding SUDs, the sustainability measures associated with the proposal.
8.10 Councillor Barry Humphreys MBE proposed that the application be approved as detailed in the updated officer recommendation. Councillor James Caston seconded the motion.
8.11 It was noted before the vote that Councillor Andrew Stringer had not taken part in the debate and would not take part in the vote as Ward Members in Mid Suffolk did not debate or vote upon applications in their ward as detailed in the Councils Planning Charter.

8.13 RESOLVED
That authority be delegated to the Chief Planning Officer - Sustainable Communities to Approve reserved matters subject to the resolution of appropriate technical details on matters of drainage basin design, enclosure and management to the satisfaction of the Chief Planning Officer subject to the following conditions, and such other conditions as considered necessary by the Chief Planning Officer : -
· Approved Plans and Documents;
· Those as recommended by the Council’s Consultant Ecologists, as set out in the papers;
· Those as recommended by the Council’s Consultant Landscape Specialists, as set out in the papers. (Noting those already imposed as part of Outline Planning Permission Ref: 4242/16 as follows:
· Time limit
· Approved plans
· Landscape protection
· Archaeological investigation
· External lighting
· Fire hydrants
· Storage refuse and recycling bins
· Piping of drainage ditch
· Provision of estate roads and footpaths
· Provision of parking and manoeuvring areas (including cycle parking)
· Construction Management Plan
· Ecological mitigation
· Design Code
· Flood Risk Assessment
· Surface Water Management Plan
· Strategy for investigating contamination and report )
Additional Condition:
