A short comfort break was taken between 11:33-11:43 after the completion of application DC/20/02052 but before the commencement of DC/20/01110.
41.1 Item 7B
Application: DC/20/01110
Proposal: Outline Planning Application. (Access to be considered) for the erection of up to 146no dwellings including vehicular and pedestrian accesses, public open space, play space, landscaping, associated highways, drainage and utilities infrastructure.
Site location: ONEHOUSE- Land to the south of, Union Road, Onehouse, Suffolk
Applicant: Endurance Estates Land Promotion limited and Mr Paul Barn
41.2 The Case Officer presented the application to the Committee outlining the proposal before Members, the layout of the site and the officer recommendation of approval.
41.3 Councillor James Caston declared that he had been lobbied on application DC/20/01110.
41.4 The Case Officer responded to Members’ questions on issues including: the proposed affordable housing mix on the site, the comments from the sustainability officer and that they were satisfied with the proposed conditions, the risk of flooding from the river Rat, the pedestrian access to the site and through existing developments and the indicative plan submitted with the proposal.
41.5 Members considered the representation from Nicky Willshere of Onehouse Parish Council who spoke against the application.
41.6 Members considered the representation from Robert Barber who spoke as the Agent.
41.7 The Agent responded to Members’ on issues including: the provision of affordable housing on the site and the viability of the proposal.
41.8 The Area Planning Manager advised Members that an independent assessor had conducted the viability study which had looked at the areas including: the build costs due to the layout of the site.
41.9 The Agent responded to further questions on issues including: the controlled discharge of water from the site.
41.10 Members considered the representation from the Ward Member, Councillor John Matthissen who spoke against the application.
41.11 The Ward Member responded to Members’ questions on issues including: whether there had been road closures in the area, flooding in the area, and improvements to the A14 junction.
41.12 Members debated the application on the issues including: the connectivity of the site, the drainage of the site, increased traffic movements in the area, resource efficiency on site including rainwater harvesting, the affordable housing provision, the heritage harm from the site.
41.13 Councillor James Caston proposed that the application be approved as detailed in the officer recommendation with the additional conditions as follows:
- A scheme for resource efficiency and sustainability including EV charging that demonstrates compliance with NPPF Para 148, 150 and 153 shall be agreed in writing prior to or concurrent with first reserved matters.
41.14 Councillor Barry Humphreys seconded the motion.
41.15 By 3 votes to 4
41.16 The motion was lost.
41.17 Members debated the application on the issues including: the Affordable Housing provision, that the site was reserved in the Stowmarket Area Action Plan, that the Special Landscape Area of the Paupers Graves was nearby.
41.18 Councillor Andrew Mellen proposed that the application be deferred for the following reasons:
- Insufficient information submitted to demonstrate there would not be a significant landscape impact on rural character and locality to allow the principle of 146 dwellings.
- That officers investigate and negotiate whether any further affordable homes could be secured.
41.19 Councillor Rowland Warboys seconded the motion.

41.21 RESOLVED
That application DC/20/01110 be deferred for the following reasons:
- Insufficient information submitted to demonstrate there would not be a significant landscape impact on rural character and locality to allow the principle of 146 dwellings.
- That officers investigate and negotiate whether any further affordable homes could be secured.
