Application DC/21/00755
Proposal Submission of Details (Reserved Matters) for Outline Planning Permission DC/17/04689 dated 02/07/2018 (as amended by NMA DC/21/01484) – Appearance, Landscaping, Layout and Scale for Erection 26 dwellings, access road, and public open spaces.
Site Location WORLINGWORTH – Land to the South of, Shop Street, Worlingworth, Suffolk

8.2 The Case Officer presented the application to the Committee outlining the proposal before Members, the layout of the site, the contents of the tabled papers and the officer recommendation of approval.
8.3 The Case Officer responded to Members questions on issues including: whether any fencing was required on site, the contents of the report relating to Pre application advice and that the last sentence of p15 be withdrawn by officers, the orientation of the proposed dwellings, the number of visitor parking spaces proposed, the location and need for the pumping station, and that a planning application had been submitted adjacent to the site.
8.4 Members considered the representation from Nicole Perryman who spoke as the Agent.
8.5 Members considered the representation from the Ward Member, Councillor Matthew Hicks.
8.6 The Ward Member responded to Members’ questions on issues including: Foul water issues in the area.
8.7 Members debated the application on the issues including: the proposed heating systems, the sewage systems in the area and the conditions from the outline permission, the response from Anglian Water, the proposed balconies on the development, the proposed orientation of the dwellings, and the objections received from the local community.
8.8 In response to a question from Members, the agent provided confirmation of the proposed use of the pumping station.
8.9 Councillor Hadingham proposed that the application be approved as detailed in the officer recommendation.
8.10 Councillor Caston seconded the motion.
8.11 Members continued to debate the application on the issue of design.
8.12 The Area Planning Manager clarified the proposal before Members and the additional conditions relating to glazing for bird impact avoidance, and agreement of the western boundary arrangements.
8.13 Councillor Hadingham and Councillor Caston confirmed acceptance of the additional conditions, and also landscaping option B.
8.14 The Area Planning Manager advised Members that it was not possible to condition further investigation of the use of solar energy for the properties however a condition regarding the sustainability aspects of the site was still under consideration by the officers.
8.15 Members continued to debate the application on issues including solar panels, sewage issues, the landscaping conditions, and sustainability of the site.
8.16 By 4 votes to 3 with 1 abstention
8.17 It was RESOLVED:
That authority be delegated to the Chief Planning Officer to grant approval of the reserved matters application subject to agreement of details with Suffolk County Council’s Flood and Water Team. Any approval that may be given would be subject to the following conditions and those that may be deemed necessary:
· Approval of reserved matters
· Confirmation that conditions of the outline permission remain in force
· Development to accord with approved plans and documents
· Agree design and materials of pumping station and substation
·Ecological conditions to secure management details and biodiversity enhancement details
· Landscape maintenance plans and management details
· Highways requirements to ensure delivery of access to each property prior to occupation
· Additional boundary details for the south eastern edge of the site to be agreed (should members consider it necessary)
· Such conditions that the Flood and Water Team require.
And the following informative notes as summarised and those as may be deemed necessary:
· Informatives required by Anglian Water
· Informatives required by Public Rights of Way
That in the event of Suffolk County Council’s Flood and Water Team failing to be satisfied with such additional details as may be submitted that the Chief Planning Officer be authorised to refuse the application on appropriate grounds.
Additional conditions:
· Glazing to be designed for bird impact avoidance to be agreed by officers.
· Notwithstanding details of west boundary, fencing and landscaping to be agreed by officers.
· Landscape option B chosen.
Also noted that in the officer report, withdrawal of last sentence of the pre application paragraph on page 15 of the report.
