Proposal Submission of Details (Reserved Matters) following Outline Approval DC/17/05423. Appearance, Landscaping, Layout and Scale for erection of up to 81no dwellings
Site Location BACTON – Land to the North of, Church Road, Bacton, Suffolk

49.1 A short break was taken between 15:41pm and 15:50pm, after the completion of DC/21/01735 but before the commencement of DC/21/01930.
49.2 Councillor Hadingham left the meeting at 15:41pm.
49.3 The Case Officer presented the application to the Committee outlining the proposal before Members including: the site’s location outside of the settlement boundary, the SUDS and attenuation basin, the location of the affordable housing, and the officer recommendation of approval as detailed in the Committee Report.
49.4 The Case Officer responded to Members’ questions on issues including: the number of attenuation basins on the site, the visibility splay, the proposed EV charging points, and the proposed location of the affordable housing.
49.5 Members considered the representation from David Chambers who spoke on behalf of Bacton Parish Council.
49.6 Members considered the representation from Dan Humphries who spoke as the agent.
49.7 The Agent and Applicant, Mark Chapman, responded to Members’ questions on issues including: the number of attenuation basins, the use of electrical power on the site, the tree in the visibility splays, and the location of the play area.
49.8 Members considered the representation from the Ward Member, Councillor Andrew Mellen.
49.9 The agent responded to further questions from Members on issues including: the type of heating to be used on site, parking and maintenance of the roads in Bacton, and the maintenance of the cycle paths and public rights of way.
49.11 Councillor Passmore proposed that the application be approved with the additional condition as detailed below:
Notwithstanding the requirements of condition 06 attached to the outline planning permission granted at appeal (ref. APP/W3520/W/18/3209219) development shall not commence until details of the means of safety barrier to be installed at the point where southern footpath link meets Church Road, including a timetable for its implementation, are submitted to and approved in writing by the Local Planning Authority. The development shall be completed in accordance with the approved details and thereafter retained.
49.12 Councillor Hicks seconded the motion.
By 5 votes for and 1 against.
It was RESOLVED: -
That the reserved matters are APPROVED subject to the following summarised conditions and those as may be deemed necessary by the Chief Planning Officer:-
- Reserved matters permission given in accordance with the terms of the outline planning permission relating to this site and the conditions attached thereto remain in force, except where discharged or superseded by the reserved matters approval.
- Approved Plans (Plans submitted and as subsequently amended that form this application).
- Submission of a detailed hard and soft landscaping scheme including details for the landscaping proposals for the SuDS features.
- Details of a landscape Management Plan to be submitted.
- Ecological mitigation in accordance with the Ecological Appraisal recommendations.
- Submission of mitigation licence for Great Crested Newts
- Vehicle parking, cycle parking and bin collection points to be provided in accordance with the detailed plans provided prior to development brought into use and thereafter retained as such
Plus any further conditions as may be deemed necessary by the Chief Planning Officer

- Support for sustainable development principles
- Environmental Health at the District Council contacted in the event of unexpected ground conditions / contamination being encountered during construction.

With the additional condition of:
