Proposal Submission of details (Reserved Matters) under Outline Planning Permission DC/19/04755 dated 22/02/2021. Appearance, Landscaping, Layout and Scale for Erection of up to 28no. dwellings (Plots 5, 6 and 7 of Reserved Matters Permission DC/19/02020 to be repositioned/amended). NOTE – The applicant has also applied to discharge the following conditions: 8 (Estate Roads and Footpaths), 13 (Construction Environmental Management Plan), 14 (Biodiversity Enhancement Strategy), 15 (Landscape Environmental Management Plan), 19 (Surface Water Drainage Scheme), 29 (Electric Car Charging Points) and 30 (Tree Survey). Whilst these are not for debate here, they are mentioned where relevant.

71.2 The Case Officer presented the application to the Committee outlining the proposal before Members including: the location and layout of the proposal, access to the site, the contents of the tabled papers, and the officer recommendation of approval.
71.3 The Case Officer responded to questions from Members on issues including: the proposed heating type to be installed in the properties, whether the parking area for affordable housing included electric vehicle charging points, any safety measures considered for the swale, the size and location of the parking areas and any proposed action to be taken to prevent parking on green areas, the Parish Council’s objection, details of the applicant, and the size of the gardens and the garages.
71.4 Members considered the representation from Blaine McMahon who spoke as the Agent.
71.5 The Agent responded to questions from Members on issues including: any proposed action to be taken to prevent parking on green areas, allocation of spaces in the parking court, maintenance arrangements and safety measures for the open spaces and the swale, and the movement of soil on the site.
71.6 Following a question from Councillor Parker, the Agent confirmed that the applicant was Sudbury Homes Ltd and not Sudbury Group Ltd.
71.7 The Agent responded to further questions from Members on issues including: the passive solar design for the dwellings, and why solar panels were not being installed.
71.8 The Agent and the Case Officer responded to questions from Members regarding the potential installation and funding of a pedestrian crossing at the access to the site.
71.9 Members considered the representation from Councillor Arthey who spoke as the Ward Member.
71.10 The Ward Member responded to questions from Members on issues including: the amount of open space on the development and garden size compared to the adjacent development, and whether any history of flooding on the site had been recorded.
71.11 Councillor Beer proposed that the application be approved as detailed in the officer recommendation.
71.12 Councillor Barrett seconded the motion.
71.13 The Area Planning Manager and the Case Officer responded to questions from Members on issues including: the level of monitoring which could be given in relation to the construction phase and movement of soil on the site.
71.14 Members debated the application on issues including: the changes to the layout of the site compared to those detailed in the Outline Planning Decision, and the requirement for additional conditions relating to safety of the SUDS basin and control of car parking on green spaces.
71.15 Councillor Barrett and Councillor Beer agreed to the following additional conditions:
· Fencing around SUDS basin;
· Life-belts for SUDS basin;
· Measures to prevent parking on grass.
By a vote of 9 votes for and 2 against
It was RESOLVED:
That authority be delegated to the Chief Planning Officer to grant reserve matters approval and that such consent be subject to conditions including:
· Approved plans
· Visibility splays
· Parking
· Cycle
· Bins
· Fencing around SUDS basin
· Life-belts for SUDS basin
· Measures to prevent parking on grass.
