Proposal Outline Planning Application (Access to be considered) – Erection of 23 dwellings (including 8 affordable homes).

83.3 The Case Officer presented the application to the Committee outlining the proposal and the Officer recommendation.
83.4 The Case Officer responded to Members questions on issues including: the use of the existing car park and the sustainable modes of transport in the area.
83.5 Members considered representations from the Parish Council, Agent and Ward Member.
83.6 Members debated the application on issues including: the proposed standard time limit within the recommendations, footway links, the parish councils representation, the possible impact on residential amenity, parking spaces on the proposal and the construction traffic management.
83.7 Councillor Derrick Haley proposed that the application be approved as detailed in the Officer Recommendation with the additional conditions that, 4 car parking spaces for visitors are secured, that there shall be no direct vehicular link between Greenacres and Mutton Meadows via this development.
83.8 Councillor David Whybrow seconded the proposal.

83.10 RESOLVED
(1) That subject to an acceptable drainage scheme being provided to the satisfaction of the Local Lead Flood Authority, that authority be delegated to the Corporate Manager - Growth and Sustainable Planning to grant planning permission, subject to the prior completion of a Section 106 or Undertaking on terms to their satisfaction to secure the following heads of terms:
- Secure 35% Affordable units including mix and tenure
- Provision of footway links
- Provision and management of Public Open Space
(2) and that such permission is subject to conditions including:
* Standard time limit
* Submission of reserved matters
* Approved plans
* Land contamination condition
* Landscaping scheme including tree protection measures
* Implementation of landscaping scheme
* Secure and implement sustainability and energy strategy
* Secure written scheme of investigation and implementation of programmed of archaeological work

83.12 The Case Officer presented the application to the Committee outlining the proposal and the Officer recommendation.
83.13 Members considered the representations from the Parish Council, Objector, and Ward Members.
83.14 The Case Officer and the Area Planning Manager clarified that there was an error in the Officer Recommendation and that the Affordable Housing provision should be 35% and as such the Officer Recommendation was corrected.
83.15 The Public Speakers and Ward Members responded to Members questions on issues including: the traffic along the road and parking at the school.
83.16 The Senior Development Management Engineer from Suffolk County Council’s highways department outlined her analysis regarding the Highways proposals.
83.17 A short break was taken between 10:40-10:50 for refreshments and for Officers to provide Members with a more detailed plan of the Highways proposals and the length of road that was 4.8m in width. Councillor David Whybrow left the meeting during the break.
83.18 Members debated the application on issues including: the proposed highways improvements, the provision of Affordable homes, the sustainability of the proposal, the ecological impact on the site, the impact on the school from additional pupils, and the 5 year land supply.
83.19 Councillor Derrick Haley proposed that the application be approved as detailed in the updated Officer Recommendation with the Affordable Housing provision corrected to 35%.

83.22 RESOLVED
(1) Subject to the prior agreement of a Section 106 Planning Obligation on appropriate terms to the satisfaction of the Corporate Manager – Planning for Growth to secure:

83.24 Councillor Lavinia Hadingham left the room before the commencement of application 1307/17.
83.25 The Case Officer presented the Application to the Committee outlining the proposal and the Officer Recommendation.
83.26 The Case Officer responded to Members questions on issues including: environmental permits that would be required, the distance to the nearest dwelling, the type of trees that were proposed to be planted on the site.
83.27 Members considered the representations from the Parish Council, The Applicant, and the Ward Member.
83.28 The Public speakers responded to Members questions on issues including: the number of HGV movements, odour treatment, and the planting of the tree belts, the lighting scheme on the site, and the impact of Policy CS3.
83.29 Councillor Derrick Haley proposed that the application be approved as detailed in the Officer Recommendation with the additional condition that: prior to commencement of development a scheme to provide at least 10% of its predicted energy requirements shall be submitted and agreed in writing by the LPA. Reason: Policy CS3, and that it be noted that the lighting scheme shall be to minimise light impact.

That the Corporate Manager – Growth and Sustainable Planning be authorised to grant planning permission subject to conditions including as set out below:
1) Standard Time Limit Condition.
2) Approved Plans
3) Details of Materials
4) As recommended by the LHA.
5) The submission of a detailed scheme of external lighting prior to occupation.
6) The delivery and maintenance of landscaping, in accordance with the submitted landscape strategy
7) Construction Environmental Management Plan
8) Surface water management in accordance with the submitted details
9) Details of the siting and design of 10mph signs to be located along the public footpath
10) Archaeology in accordance with schedule of works received.
Informative notes should be added regarding the proximity of the buildings to National Gas Transmission Pipelines and associated equipment and that the applicant should ensure they contact the relevant providers to ensure the proposal is constructed appropriately with regards to those assets.
Additional Condition:
· Prior to the commencement of development a scheme to provide at least 10% of its predicted energy requirements shall be submitted and agreed in writing by the LPA. Reason: Policy CS3

83.35 The Case Officer presented the application to the Committee outlining the contents of the late paper and the Officer Recommendation.
83.36 The Case Officer responded to Members questions on issues including: complaints regarding the site, the planning history of the site, the current number of private pitches in Mid Suffolk, and the identified need for sites.
83.37 Members considered the representations from the Ward Members.
83.38 The Area Planning Manager clarified the planning history of the site, the reasons why it had been refused previously and how the site had been approved by appeal.
83.39 Members debated the application on issues including: the residency of the site, the type of the permission, and the tenure.
83.40 Councillor Derrick Haley proposed that the application be approved as detailed in the Officer Recommendation with the clarification that family members shall be defined as only those on site who are currently occupying the site and that they will be named in the condition.
