15.1 It was noted that Vice-Chair, Councillor Lesley Mayes would Chair the meeting as Councillor Matthew Hicks had sent his apologies.

Application DC/18/00861
Proposal Outline planning application (with means of access to be considered) – erection of up to 74 dwellings, public open space and supporting site infrastructure including access.
Site Location CLAYDON – Land to the east of Ely Road, Claydon, Suffolk
Applicant M. Scott Properties Ltd, The St Edmundsbury & Ipswich Diocesan Board of Finance and Mr David Wilson-Young
15.4 The Case Officer presented the application to the Committee outlining the proposal and the Officer Recommendation.
15.5 The Case Officer responded to Members’ questions on issues including: the response from Anglian Water and their subsequent referral to Suffolk County Council’s Floods Team, the response from the ecology consultant, and the indicative layout.
15.6 Members considered representations from the Parish Council and Objector.
15.7 The public speakers responded to Members questions on issues including: the rights of way and footpaths, the current location of ditch drains, and that there had been instances of flooding.
15.8 Members considered the representation from the Ward Member present (Councillor John Whitehead) who advised the Committee that Claydon Parish Council and Barham Parish Council had commissioned a traffic survey of the impact of the proposed development of application 1856/17 (Land Off Norwich Road, Claydon and Barham).
15.9 It was noted that the Area Planning Manager present advised Members that the traffic survey as mentioned by the Ward Member had not been reviewed by Officers and that if Members were minded to defer the application this would allow Officers to review this new data and its relevance to the current application.
15.10 Members debated the application on the issues including: Suffolk County Council Highway’s response and the lack of detail within it, the possibility of the larger amounts of traffic passing through Claydon and the cumulative impact on the highways network and surrounding area.
15.11 Councillor Sarah Mansel proposed that the application be deferred and referred to the Planning Referrals Committee on the following basis:
· Need to consider accumulated impact of development in conjunction of other housing development proposals in the area, traffic flows and reference to Parish traffic Survey. May need updated SCC Highways response.
· And need for:-
- Ensure clear understanding of SCC requests on footpath proposals and provision as a result of the development.
- Confirmation that any mineral allocation is not required
- Clarification of ecological interests and mitigation on site.
15.12 Councillor Roy Barker seconded the motion.
15.13 Members debated the motion on the issues including: the cumulative impact upon the area, the benefits of sending the application to the referrals committee.

Proposal Full planning application- erection of 68 dwellings with access roads, footpaths, landscaping, drainage and parking.
Site Location STOWMARKET- Land South of Gun Cotton Way, Stowmarket, Suffolk
Applicant Lansbury Developments Ltd
15.18 The Case Officer presented the application to the Committee with an updated slideshow which included a previous odour assessment of the area from application 4555/16 The Case Officer outlined the proposal and the Officer Recommendation to delegate authority to approve the application with conditions subject to an acceptable drainage scheme.
15.19 The Case Officer responded to Members’ questions on issues including: the designation of the land for employment use, why residential dwellings were being considered, the assessment of the Odour impact showing that the risk was extremely low, the distance to the sewage treatment works, and the quantity and type of employment land.
15.20 The Governance Support Officer read out an email from one of the Ward Members, Councillor Dave Muller.
15.21 Members debated the application on the issues including: the design of the dwellings, the response from Mid Suffolk District Council’s environmental health team encouraging sustainability, visitor car parking spaces, schooling provision and electric car charging points.
15.22 Councillor Roy Barker proposed that the application be approved as recommended in the Officer Recommendation for Delegation with additional conditions for Archaeology and informative notes to be added on regarding:
· Consideration of species in landscape scheme that may help filter air
· Note to recommend consideration of sustainable strategy for development.
15.23 Councillor Lavinia Hadingham seconded the motion.
15.24 By a unanimous vote
15.25 RESOLVED
(1) That subject to an acceptable drainage scheme being provided to the satisfaction of the Local Lead Flood Authority, that authority be delegated to the Corporate Manager - Growth and Sustainable Planning to grant planning permission, subject to the prior completion of a Section 106 or Undertaking on terms to their satisfaction to secure the following heads of terms:
· 35% Affordable housing
· Secure free school transport (unless agreed this falls within the CIL regime)
· Provision, management and maintenance of public open space
· Travel Plan and contributions
(2) and that such permission is subject to conditions including:
· Standard time limit
· Accord with approved plans
· Materials samples on site
· New road layout to be in accordance with approved plans and made available prior to first use
· Construct new footway
· Details of estate roads and footpaths to be agreed and implemented
· No building occupied until the road and footway serving that building have been constructed
· Parking to be provided prior to first use and thereafter retained
· Visibility splays to be implemented in accordance with the plans and thereafter retained.
· Manoeuvring and parking of vehicles including secure cycle storage and electric vehicle charging points details to be provided
· Footway and bus stop works
· Deliveries Management Plan
· Residents travel pack
· Refuse/Recycling bins locations
· Bin collection points
· Clarify private/shared areas and car parks for Refuse Collection Vehicle (RCV).
· Fire Hydrants to be agreed and implemented
· Tree Protection Measures to be implemented
· Detailed soft landscaping plan and specification to be agreed
· Implement soft and hard landscaping as agreed
· Hard landscape material plan and specification to be agreed and implemented
· Boundary Treatment Plan and specification to be agreed and implemented
· Landscape Management Plan to be agreed and implemented thereafter
· Mitigation measures in noise assessment (acoustic fence and glazing (including ventilation)) to be installed and thereafter retained prior to occupation.
· Construction Management Plan to be agreed and implemented accordingly.
· Construction working hours to be between 08:00 to 18:00 Monday to Friday and 08:00 to 13:00
· Saturdays with no works on Sundays or bank holidays
· Compliance with Ecology Appraisal
· Biodiversity enhancements as detailed in the ecology appraisal
· Prior to occupation lighting to be agreed and implemented. No other lighting to be installed accept for the agreed details
