(1) Erection of 2No warehouses, 2No Offices, creation of car parking and storage yards, landscaping, sustainable urban drainage system, infrastructure and highway improvements. (2) Outline Planning Application. (Access and Landscaping to be considered) for erection of 1No warehouse, erection of an office and associated car parking and storage yard

23.6 The Case Officer presented the application to the Committee outlining the proposal, the Officer Recommendation and the late papers from Mid Suffolk District Council’s Environmental Health Team regarding contamination and noise assessments.
23.7 The Case Officer responded to Members questions on issues including: the impact on the listed buildings, the proposed landscaping on the site, the height and width of the bund, the vehicle movements on the site at the AM peak time and PM peak time. The Case Officer responded to further questions on issues including: the impact on local employment the impact on the highways network and that if Members were minded to approve the application a further condition could be added to the recommendation enhancing the landscape buffers, and the impact of policy CS3 on the application.
23.8 The Area Planning manager confirmed to Members that under the Local Plan (1998) the current application site was shown as a field and that if Members were minded to, a condition could be added regarding de-centralising energy source.
23.9 Members considered the representation from the Supporter and the Applicant.
23.10 The Applicant responded to Members questions on issues including: the height of the building, the proposed bund, HGV movements from the site, and the proposed signage scheme.
23.11 The Chair read out an email from the Ward Member, Councillor Jane Storey, who had sent her apologies.
23.12 The Area Planning Manager confirmed that the transport assessment summary showed an AM movement peak of 193 vehicles and a PM peak of 154 movements.
23.13 Members debated the application on the issues including: the economic benefits of the proposal, the highways proposals; including vehicle movements in the surrounding area and current highways concerns, the landscaping on the site, renewable energy on the site, and the layout and appearance of the buildings.
23.14 Councillor Lesley Mayes proposed that the application be approved as detailed in the Officer recommendation with the additional conditions of: 10 metre landscaped buffer to Woolpit side boundary and 5 metre boundary north frontage, condition of decentralised energy scheme to be agreed, notwithstanding plans no landscape bund towards Lawn Farm, Highways England Signage condition, route management scheme to be agreed and installation of scheme for high speed electric vehicle charging.
23.15 Councillor Gerard Brewster seconded the proposal.
23.16 Members continued to debate the application and proposals were put forward for additional conditions of: Construction management plan to be agreed, no outside storage above 5 metres high and that a letter be sent to Suffolk County Council for considerations of a weight restriction on Warren Lane north of the site to which the proposer and seconder agreed.

23.21 The Case Officer presented the application to the Committee outlining the proposal, the officer recommendation, and that in the papers a number of consultee responses included references to condition discharge applications. The Case Officer explained that it would be unreasonable to discuss these separate applications during the committee meeting.
23.22 The Case Officer responded to Members questions on issues including: the outline planning permission, that the applications for condition discharges would not usually be resolved through the Planning Committees, that a private management company would oversee the public open space, that there was tandem parking on the proposed plans and that the Highways Authority did not formally object to the proposal
23.23 The Case Officer responded to further questions on issues including: the existing footpaths, and that Suffolk County Council Highways Authority had some concerns regarding the extended straight roads on the proposal but did not object to the application.
23.24 Members considered the representation from the agent. The Agent responded to questions from Members on issues including: the tandem parking on the application and that there were 27 occurrences across the whole scheme.
23.25 The Chair read out emails from the Ward Members; Councillor Sarah Mansel and Councillor John Levantis.
23.26 Members debated the application on the issues including: the layout and design of the application, that there had been no response from the Parish Council, and that the response from the Highways authority regarding tandem parking and the extended straight roads on the site.
22.27 The Case Officer advised Members that in his capacity he had not seen a response from the Highways authority on other applications that included concerns regarding tandem parking and advised Members that the Applicant still had time remaining on the outline permission to submit a further application.
22.28 Councillor Andrew Stringer proposed that the application be deferred to consider revisions of the road layout and remove tandem parking. Councillor John Field seconded the motion.
22.29 Members continued to debate the application on the issues including: the proposed public open space, and the design and layout of the proposal.
