31.2 The Corporate Manager for Growth and Sustainable Planning addressed the Committee requesting that Members defer the application to enable a review of comparable cases raised by the applicant in submissions and their treatment of tandem parking in the interest of consistency of decision making.
31.3 Members commented on the issue of tandem parking and that this was apparent on another site on the agenda.
31.4 Councillor Gerard Brewster proposed that the application be deferred as requested by the Corporate Manager for Growth and Sustainable Planning. Councillor Lavinia Hadingham seconded the motion.

31.9 The Case Officer presented the application to the Committee outlining the proposal, the Officer Recommendation, and the tabled papers before Members. The Case Office also reccomended an additional condition that the flue for the biomass plant would not exceed 12 metres above ground level.
31.10 The Case Officer responded to Members’ questions on issues including: that the site did not come before Members at the same time as application 1307/17, the environmental impact of the biomass plant, the decentralised energy conditions in relation to application 1307/17 and that the height of the biomass plant structure would be 5.6 metres tall.
31.11 Members considered the representation from the Ward Member.
31.12 Members debated the application on the issues including: whether the Environment Agency would need to provide a permit for the use of the biomass plant.
31.13 The Corporate Manager for Growth and Sustainable Planning advised Members that if so minded, that an informative note could be added to the recommendation for the applicant reminding them of their requirements with regards to permits.
31.14 Councillor John Field proposed that the application be approved as detailed in the Officer Recommendation with the addition of an informative note reminding the applicant of their requirements with regards to permits.

31.20 The Case Officer presented the application to the Committee outlining the proposal and the Officer Recommendation to Members.
31.21 The Case Officer responded to Members’ questions on issues including: the proposed landscaping along Norton Road.
31.22 The Corporate Manager for Growth and Sustainable Planning advised Members that if they were minded to, that the area in question along the boundary could be identified for a separate agreement with regards to the retention of the hedge. He also clarified that in his professional opinion the connectivity of the site was well served.
31.23 The Case Officer and the Corporate Manager for Growth and Sustainable Planning responded to Members’ questions on issues including: the consultee response from the police, the relationship between Core Strategy policy CS03 and CS04 and the National Planning Policy Framework.
31.24 Members considered the representation from the Agent. The Agent responded to Members questions on issues including: the management of the public open space and the amount of tandem parking on the site.
31.25 The Chair read out an email received from one of the Ward Members, Councillor Derrick Haley.
31.26 Members debated the application on the issues including: concerns regarding parking courts that were proposed on the development, that the drainage on the site would be secured by condition as detailed in the officer recommendation, the possibility of electric car charging points, the high level of engagement with the Parish Council from the developer, and whether the footway along the southern side of the site should be a shared cycle/footway, and access to plots 155 and 156.
31.27 Councillor Lavinia Hadingham proposed that the application be approved as detailed in the Officer Recommendation with the additions of:
· That the Corporate Manager for Growth and Sustainable Planning be delegated Authority to negotiate a revision of the footway along the southern side of the site to achieve a shared footway/cycleway surface and to review access to plots 155 and 156. Subject to achieving amendments to the satisfaction of the Corporate Manager delegate authority to approve reserved matters as detailed in the Officer recommendation.
· Materials Condition -TBA
· Garages to be used for vehicle parking purposes only and not as part living accommodation.
· Informative Note: The Applicant is encouraged to continue dialogue and engagement with the Parish Council regarding the provision of play space.

31.33 The Case Officer presented the application to the Committee outlining the proposal and the Officer Recommendation to Members.
31.34 The Case Officer responded to Members’ questions on issues including: the history of the site and previous applications that had been before Members, the conditions and agreements that had been included in the Officer Recommendation on previous applications and the proposed pedestrian footway.
31.35 Members considered the representations from the Parish Council and the Agent.
31.36 The Agent responded to Members’ questions on issues including: whether any funding had been requested for mitigation works. The Agent responded that there had not been but that it could be considered.
31.37 Members considered the representation from the Ward Member, Councillor Kathie Guthrie. The Ward Member responded to Members questions on issues including: the traffic movements and parking in the immediate area of the site.
31.38 Members debated the application on issues including: the traffic movements and parking in the immediate area, the different proposals that had been put forward on the site, the possibility of adding an agreement to the recommendation for highways mitigation measures.
31.39 The Corporate Manager for Growth and Sustainable Planning advised Members that the committee had the power to make a decision regarding safe and suitable access and that the if the Committee were minded to secure a financial agreement to mitigate the impact of traffic in the area then it would have a to secured and signed by the applicant through a Section 106 Agreement.
31.40 Members continued to debate the application on issues including: the response from Suffolk County Council’s Highways Department, the current status of Mid Suffolk District Council’s Five Year Housing Land Supply, the improvement of pedestrian access in comparison to previous iterations on the site, and the construction management plan.
31.41 Councillor John Matthissen proposed that the application be refused. A seconder for the proposal was not found.
31.42 Councillor John Field proposed that the application be approved as detailed in the Officer Recommendation with the additions of:
· Delegation to the Corporate Manager for Growth and Sustainable Planning to grant planning permission, subject to a completion of a Section 106 agreement on terms to his satisfaction to achieve:
(a) A contribution of £10,500 to secure public highway improvements in the area of Little London Hill and
(b) To secure public access through the site from Little London Hill to Derry Brook Lane and that such planning permission can be subject to conditions as recommended.
· Amend construction management plan condition to require construction vehicles to access via Little London Hill from the North
· Amend final 2 bullet points on the recommendation to omit “public” from recommended conditions
