101.1 A short comfort break was taken between 11:00- 11:06 after the completion of application DC/18/03547 but before the commencement of DC/18/04267.

Proposal Application of approval of Reserved Matters following the Outline Planning Permission Town and Country Planning (Development Management Procedure) (England) Order 2015 – Scale, Appearance, Landscaping and layout for 60no. dwellings granted under 3469/16.
Site Location ELMSWELL – Land to the East of, Borley Crescent, Elmswell

101.3 The Case Officer presented the application to the Committee outlining the proposal, the layout of the site, and the tabled papers before Members.
101.4 The Area Planning Manager advised Members that the officer recommendation had been updated to be minded to refuse on the basis that Suffolk County Council Highways Department had objected to the application due to concern regarding the 90 degree turn on the main entrance to the site. As such the officer recommendation has been updated to reflect this.
101.5 A short adjournment was taken by the Chair with the Area Planning Manager and the Planning Lawyer.
101.6 The Case Officer and Area Planning Manager responded to Members’ questions on issues including: the detailed response form Suffolk County Council Highways Department, the Affordable Housing provision and the density of the proposal.
101.7 Members considered the representation from Peter Dow of Elmswell Parish Council.
101.8 The Parish Council representative responded to Members’ questions on issues including: the number of bungalows that were proposed on site, and the delays that were currently being experienced at the level crossing in Elmswell.
101.9 Members considered the representation from Geoff Armstrong, who spoke as the Agent on behalf of the Applicant.
101.10 The Agent responded to Members’ questions on issues including: why the mix of housing contained 4 bungalows, the location and type of dwellings that were proposed for the Affordable Housing.
101.11 Members considered the written representations from Councillors Sarah Mansel and John Levantis which were read out through the Chair.
101.12 Members debated the application on the issues including: the landscaping on the site and the surfacing of proposed layout.
101.13 Councillor John Matthissen proposed that the application be Minded to Refuse as detailed in the updated officer recommendation. Councillor Derrick Haley seconded the motion.
101.14 Members continued to debate the application on the issues including: the design and layout of the site, the proposed garages and the heights of the dwellings.
101.15 Following the debate the proposer and seconder amended their recommendation to defer the application for the reasons as detailed below:
Members resolved to Defer the application for officers to seek highway revisions, seek review of space standards, seek potential of wider housing mix (with the possibility of more bungalows) to ensure appropriate range of housing for all, seek greater amenity for flats, review of boundary and surfacing treatments and return to committee.
Suggestions from members to note included need to examine energy requirements of the development further and confirm surface material of footpaths.
