Proposal Outline planning application (some matters reserved) – residential development of up to 100 dwellings and access, siting for a new village hall and a children’s play area
Site Location BACTON- Land South of Pretyman Avenue, Bacton, Suffolk
Applicant Ms Ros Howe
105.2 The Area Planning Manager presented the application to the Committee outlining the proposal before Members, the layout of the site, the contents of the tabled papers, and the officer recommendation of approval with conditions.
105.3 The Area Planning Manager responded to Members’ questions on issues including, the proposed access and whether the public open space was considered. The Area Planning Manager clarified that the land in question was owned by Mid Suffolk District Council.
105.4 The Area Planning Manager responded to further questions on issues including: the amenities in Bacton, and the footpath that crossed the railway line.
105.5 Members considered the representation from Richard Peaty of Bacton Parish Council.
105.6 The Parish Council representative responded to Members’ questions on issues including: that the former cattle crossing under the railway line had been filled in 40 years previous and its current use was only as a water culvert.
105.7 Members considered the representation from Carol Milward, who spoke as an objector.
105.8 Members considered the representation from Jon Jennings, who spoke as the Agent on behalf of the Applicant.
105.9 The Agent responded to Members’ questions on issues including: the relocation of the pumping station on the site, the possibility of access through the current public open space owned by Mid Suffolk District Council.
105.10 At 15:35 Councillor Derrick Haley left the meeting.
105.11 Members considered the representation from Councillor Jill Wilshaw, Ward Member.
105.12 The Ward Member responded to Members’ questions on issues including: the current community facilities within the village.
105.13 Members debated the application on the issues including: the current highways issues in the village including those under the railway arch, transport links, the layout of the site, and the access to the site.
105.14 Councillor Jessica Fleming proposed that the application be deferred for the reasons as detailed below:
Access: explore second entrance over MSDC owned land and in respect of need for farm access.
Public transport: travel plan with current bus services
Railway Crossing: location of play area adjacent, whether this remains open, comments from Network Rail
Village Hall: Other sites could deliver this, what is the need, and what happens if this is not delivered on site.
Number: 100 considered too many for the site, given the access through an existing residential area and a reduction should be explored due to these highway issues.
105.15 Councillor Roy Barker seconded the motion.
105.16 By a unanimous vote

Members resolved to defer subject to further information and amendments being sought in respect of:
Access: explore second entrance over MSDC owned land and in respect of need for farm access.
Public transport: travel plan with current bus services
Railway Crossing: location of play area adjacent, whether this remains open, comments from Network Rail
Village Hall: Other sites could deliver this, what is the need, and what happens if this is not delivered on site.
