Proposal Full Planning Application – Erection of 1 No. dwelling and detached cart lodge with associated residential curtilage and new site access.
Site Location STRADBROKE -Land opposite Magnolia House, Wilby Road, Stradbroke

107.2 Before the commencement of application DC/18/04706 Councillor Julie Flatman left the meeting room.
107.3 The Case Officer presented the application to the committee outlining the proposal to Members, the layout of the site, the tabled papers before Members, that the application was before Members as it had been submitted by Councillor Flatman, and that the officer recommendation was for refusal.
107.4 The Case Officer responded to Members’ questions on issues including: the business that the was operating adjacent to the site, the previous use of the land, and the number of dwellings within the local cluster.
107.5 Members considered the representation from Karl Flatman, who spoke as the Applicant.
107.6 The Chair advised Members that the Mid Suffolk District Council Planning Charter specified in paragraph 16.5 (a) that “Where the Development Control Committee at Mid Suffolk District Council resolves to grant planning permission contrary to the Officer recommendation and the application is known to have been submitted by or on behalf of a Member or by a Mid Suffolk District Council Officer then that application shall be referred to the Mid Suffolk District Council Planning Referrals Committee.”
107.7 Members debated the application on the issues including: the sustainability of the proposal.
107.8 Councillor Jessica Fleming proposed that the application be approved against the officer recommendation. A seconder was not found. The motion fell.
107.9 Councillor Derek Osborne proposed that the application be refused as detailed in the officer recommendation. Councillor John Field seconded the motion.

107.11 RESOLVED
That the Acting Chief Planning Officer be authorised to refuse Full Plans Planning Permission for the following reasons:
1) The proposal is not considered to form sustainable development by reasons of its relationship to the existing built settlement, offering an uncharacteristic intrusion into the countryside, with poor connectivity to services, facilities and amenities which is not conducive for day to day living and working, resulting in reliance on the private motorcar, contrary to the requirements of paragraph 8 to minimising waste and pollution, and mitigating and adapting to climate change, including moving to a low carbon economy. Furthermore, the proposal lacks demonstrable social, economic and environmental benefits such that the adverse impacts would outweigh the benefits of the proposal and undermines the essence of the NPPF further through no justifiable need or mitigating measures. No exceptional circumstances or other material considerations have been demonstrated to outweigh the harm identified. The proposed development is isolated and none of the exceptional circumstances listed at Paragraph 79 apply. The proposal is therefore considered to be contrary to the NPPF, Policy CS2 and CS5 of the Mid Suffolk Core Strategy (2008), Policies GP1 and H7 of the Mid Suffolk Local Plan (1998) and policies FC1 and FC1.1 of the Mid Suffolk Core Strategy Focused Review (2012).
