require support to return to pre restriction working, who are
unable to access the government restart grant.
Delivering a Back to Business Grant fund that is open to businesses
and organisations who are seeking to take steps to recover from the
impact of Covid 19 and improve their long-term sustainability
through resilience and diversification projects or are planning
delivery that provides a significant contribution to the economic

Decision:
In order to avoid the Council breaching its
duties under s.49 of the Equality Act, the Council needs to suspend
the implementation of the Hackney Carriage Table of Fares which was
agreed by the Cabinet on 4 February 2021 with effect from 5 April
2021.
Due to the pre-election moratorium period, there is no meeting of
the Cabinet scheduled in the month of April. Therefore, the Chief
Executive needs to use delegated authority to make an urgent
decision, out of meeting, to prevent the revised fares becoming
operational.
