On the 7th September 2021 the Joint Standards Sub Committee for Babergh and Mid Suffolk had met to consider why Councillor Andrew Knock had not complied with the sanctions imposed by the Monitoring Officer.
The Monitoring Officer had previously investigated a complaint received about the behaviour of Councillor Knock at a Hadleigh Town Council meeting on the 29th September 2020.
The complaint was investigated by the Deputy Monitoring Officer and the Independent Person was consulted and a breach of the Suffolk Code of Conduct was upheld.
The Deputy Monitoring Officer imposed four sanctions on Councillor Knock.
Councillor Knock had undertaken all of the sanctions imposed on him apart from a public apology to the Chair of the meeting.
The Joint Standards Sub Committee considered the mitigations put forward by Councillor Knock as to why he had not made a public apology to the Chair before coming to their decision.
