23.1 The items of business were taken in the order as follows as set out by the Chair at the beginning of the meeting:

23.2 Item 1
Application DC/17/03147 Proposal Proposal for “Mixed use Development” comprising the erection of 3 No. Detached residential dwellings and garages; Erection of 6 No. Small industrial Units (B1) and 1 No. main industrial Unit (B2) all with new vehicular accesses, associated parking, landscaping and boundary treatments Site Location CREETING ST MARY – Land on East Side, Flordon Road, Creeting St Mary, Ipswich, IP6 8NH Applicant Mr John Haynes

Application DC/18/01279 Proposal Hybrid Application. (1) Erection of 2No warehouses, 2No Offices, creation of car parking and storage yards, landscaping, sustainable urban drainage system, infrastructure and highway improvements. (2) Outline Planning Application. (Access and Landscaping to be considered) for erection of 1No warehouse, erection of an office and associated car parking and storage yard Site Location WOOLPIT- Land at Lawn Farm, Warren Lane, Woolpit Applicant Woolpit Business Parks Ltd.
23.6 The Case Officer presented the application to the Committee outlining the proposal, the Officer Recommendation and the late papers from Mid Suffolk District Council’s Environmental Health Team regarding contamination and noise assessments.
23.7 The Case Officer responded to Members questions on issues including: the impact on the listed buildings, the proposed landscaping on the site, the height and width of the bund, the vehicle movements on the site at the AM peak time and PM peak time. The Case Officer responded to further questions on issues including: the impact on local employment the impact on the highways network and that if Members were minded to approve the application a further condition could be added to the recommendation enhancing the landscape buffers, and the impact of policy CS3 on the application.
23.8 The Area Planning manager confirmed to Members that under the Local Plan (1998) the current application site was shown as a field and that if Members were minded to, a condition could be added regarding de-centralising energy source.
23.9 Members considered the representation from the Supporter and the Applicant.
23.10 The Applicant responded to Members questions on issues including: the height of the building, the proposed bund, HGV movements from the site, and the proposed signage scheme.
23.11 The Chair read out an email from the Ward Member, Councillor Jane Storey, who had sent her apologies.
